Ian has been practicing in regulatory crime with a specialist focus on health and safety prosecution for a number of years. With a solid background of more than 25 years' experience in criminal law, his formidable advocacy and tactical skills have enabled him to develop his expertise as a health & safety barrister.

Ian boasts an impressive case record including:

  • Defence of an employer charged with manslaughter
  • Defence of a company charged with responsibility for the death of a contractor who fell through the roof of their premises
  • Defence of a director charged with neglect that led to the electrocution of an employee

Ian was defence counsel in R v F Howe & Sons Ltd, which remains the leading sentencing authority in HSE cases and he continues to advise and prosecute in a wide range of fatal and non-fatal cases on behalf of the HSE, local authorities and other prosecution agencies.

Alongside his specialist healthy and safety practice, Ian's experience acting for commercial clients includes abuse of process applications, directors' and executives' personal responsibilities for trading when insolvent or in breach of disqualification orders, and their liability for environmental pollution and breaches of trading standards legislation. His wide-ranging regulatory practice also includes a diverse variety of cases ranging from egg labelling to cattle passport offences.

Other Regulatory Crime

Ian appears before a wide range of quasi-judicial bodies, including the General Medical Council, the Nursing Council, and the Traffic Commissioners.

Recent work has including representing haulage companies over allegations of exceeding drivers hours, failing to check drivers records, and operating vehicles that have been modified by fitting AdBlue emulators to bypass emissions controls.


Ian represents companies and individuals charged with pollution, waste management and planning infringements, and in particular understands the relationship between these offences and the increasing likelihood of related applications for confiscation and compensation under the Proceeds of Crime Act 2002.

Sports Law

Ian has represented players from international to school level in disciplinary proceedings relating to allegations of foul play. He has also appeared for clubs from Premiership to school level responding to alleged breaches of competition or player eligibility rules.


Ian has acted for the HSE and other interested parties, particularly in inquests arising from industrial accidents and leisure activities (particularly diving accidents), as well as road traffic accidents on behalf of insurers.


Ian has represented police officers in misconduct hearings before the Chief Constable, and has frequently advised on disclosure issues relating to ongoing criminal proceedings.


Ian has both prosecuted and defended cases of fraud and was recently leading junior in an £8 million recycling fraud.
