Christopher Quinlan QC has been appointed by the British Horseracing Authority to lead its review in response to issues raised following the Jim Best appeal


Following publication of the Appeal Board’s written reasons in the Jim Best case, the BHA announced that it was taking steps “to ensure that future Disciplinary Panels are free of any perceptions of bias, and to provide the necessary assurance on past cases”.

Christopher Quinlan QC will lead the BHA’s review of the structure, composition and operation of its Disciplinary Panel, Appeal Board and Licensing Committee. He will produce a report, which will include his recommendations in respect thereof. His report will be published by 30 September 2016.
