Samuel Jones is a specialist advocate who prosecutes and defends in a wide variety of the most serious of criminal cases, including murder, serious violence, rape and sexual offences, drugs and fraud.
He was initially recognised in Chambers UK as a ‘rising star’ at the bar and has ranked as a ‘leading junior’ on the Western Circuit year on year since then. He has a proven track record of success in serious cases and has consistently been described in Chambers UK and Legal 500 as ‘impressive’ and ‘unflappable’, ‘a superb first class-advocate’ and as ‘talented beyond his call’.
Sam is also a specialist regulatory lawyer and is an established member of the list of Specialist Regulatory Advocates in Health & Safety and Environmental Law; as a Level A member of that list he undertakes both prosecution and defence work in this field at all levels of seriousness.
He is also a recognised sports law lawyer, with particular skills and experience in appearing before sports tribunals and conducting other advisory work in the sports of rugby, football, athletics and horse racing.
Consistently ranked in Chambers UK as one of the ‘leading juniors’ on the Western Circuit in Crime, Sam both prosecutes and defends in a wide variety of the most serious of criminal cases.
As a grade 4 prosecutor on the Crown Prosecution Service Prosecution Panel, Sam prosecutes cases of all types and categories; he has recently been led as junior counsel in a number of high-profile prosecutions and prosecutes cases across the full spectrum of seriousness in his own right.
Sam is also a member of the Crown Prosecution Service Rape and Child Sexual Abuse List of approved prosecutors and routinely prosecutes cases of this sort.
He is also regularly instructed to defend in cases involving offences of all kinds and at all levels of seriousness including murder and serious violence, rape and sexual offences, drugs supply, arson and fraud.
Sam also conducts Courts Martial work and has a proven track record of success when defending in such cases.
Sam has established a loyal client base and is highly rated for his ability to absorb information and identify the key issues in any case, no matter its size or complexity.
Sam is regularly instructed directly by the police as independent counsel to conduct sift and search reviews of seized material for the purposes of identifying legally privileged material.
Sam also has a wealth of experience dealing with road traffic matters. He is instructed to defend in serious driving cases, such as causing death by dangerous driving and is also instructed to advise in cases involving speeding offences and disqualification (including through the ‘totting up’ procedure).

Defence Counsel in case involving alleged rape and other serious sexual offences perpetrated against strangers. The case proceeded to the Court of Appeal.

Prosecution Counsel in a case involving a series of sexual attacks on women late at night; there were multiple victims.

Prosecution Counsel in multi-defendant prosecution arising out of a number of serious injuries inflicted on a 6-month-old child.
R v H (2020)
Junior Prosecution Counsel in the prosecution of a man for discharging a firearm at and endangering the lives of police officers in a siege situation. He was convicted and received a sentence of 29 years imprisonment.
Sam is an established and well regarded regulatory practitioner; his experience extends to both prosecution and defence work. He is instructed in cases of all categories and at all levels of seriousness, from appeals work through to trial and sentencing (in the Magistrates’ Court, the Crown Court and the Appellate Courts).
He has been on the list of Specialist Regulatory Advocates in Health and Safety and Environmental Law for a number of years and is frequently instructed to take on health and safety prosecution work. As a level A prosecutor, he has experience of prosecuting fatalities, in particular arising from accidents at work and of prosecuting very large organisations.
He is also routinely instructed privately to defend corporate and individual clients facing prosecution for such offences.
In the context of his Health and Safety work, Sam is noted for “the quality of his advocacy, written work and advice which belie his years. He performs and punches above his weight”. He has been consistently ranked in this area in Chambers and Partners where he has been described as ‘very cool and confident’ when dealing with cases of this sort and ‘extremely capable, in every sense’.
Sam also undertakes work in various other areas of regulatory practice; he is frequently instructed by the Fire and Rescue Authority to prosecute offences concerning breaches of Fire Safety Regulations. He also prosecutes on behalf of the Architects Registration Board and the Welfare, Rural and Health Division of the Crown Prosecution Service. He also undertakes food hygiene and safety work and acts in cases involving alleged Trading Standards breaches. He also has particular experience in defending companies charged with offences arising out of the New Roads and Street Works Act in the context of construction and street works.

SCC v VM and NX (2024)
Streets Works Offences – Sam was instructed to represent Virgin Media who were facing prosecution for multiple breaches of the Street Works Regulations across the South West. Sam had previously represented the company for alleged offences in London. The case concluded with a relatively modest fine being imposed by the District Judge who dealt with the case. Sam has also been instructed to defend other telecommunications in the context of breaches of the Street Works Regulations.
SCC v L (2024)
Sam was instructed to represent a company and its director charged with breaches of the Gas Safety Regulations.
HSE v NCC (2023)
HSE Prosecution – Health and Safety at Work Act offences – Sam was instructed to prosecute on behalf of the HSE. The defendants were a Local Authority – Newport County Council. The case involved the causing of the death of a street worker as he carried out road works on a road running under the M4 motorway. Tragically, the road worker was struck by a passing vehicle and killed. The works were poorly planned and supervised with evidence of multiple breaches of the Health and Safety Regulations. The case resulted in a significant fine being imposed on the local authority (£2m) – one of the largest of its kind in 2023.
HSE v LFH, R and Q (2023)
Health and Safety at Work Act offences – Sam was instructed to prosecute on behalf of the HSE . There were three defendants – all connected to a construction project at a well known hotel on the Dorset coast. The Client, Principal Contractor and Principal Designer were prosecuted for failings under the CDM Regulations in connection with roof works carried out at the hotel. The decision was made to keep the hotel open during the works. Tragically, a young girl (just 3 years of age) was struck on the head by a slate tile which fell from the works being conducted above. She received very serious and significant injuries. One defendant pleaded and the two remaining defendants were convicted after a four week trial at Bournemouth Crown Court.
HSE v TB (2023)
Health and Safety at Work Act offences – Sam was instructed to prosecute on behalf of the HSE . The defendant ran an ionising radiation operation in Cornwall. Following years of investigation, the HSE found that employees were being put at risk of exposure to high doses of ionising radiation by the company’s reliance on administrative controls rather than installing industry standard engineering controls. The company pleaded guilty on a basis of plea and received a substantial fine.
SBC v XPO (2023)
Sam was instructed to prosecute GXO, the food distributor with a turn over of over £1 billion for health and safety breaches at their distribution plant in Swindon. Instructed by Swindon Borough Council, Sam prosecuted the company for multiple offence for multiple failings of health and safety regulations. The case involved a serious accident in which a member of staff was trapped between a vehicle and a cage at one of their warehouses. She sustained serious injuries. The resulting investigation uncovered evidence of health and safety breaches, including multiple other accidents which the company had failed to report (as they were required to) to the local authority. The company entered guilty pleas and received a substantial fine of £125,000.

NSC v JFL (2022)
Sam was instructed to defend a large multi-national company in a prosecution arising from street works carried out across the Southwest. The offences related to planned construction projects which were undertaken otherwise than in accordance with the regulations.

HSE v G (2020)
Sam was instructed to defend in a high profile HSE prosecution of a car manufacturing company arising out of an incident at one of their plants in South Wales. An employee sustained a serious injury to his hand in a work-related accident.
TBC v S
Sam was instructed to defend a well-known jeweller company for offences relating to unfair trade practices. Following various legal submissions and a carefully considered basis of plea, the ultimate sentencing court took a proportionate approach to the final financial penalty imposed.
R v L
Sam is frequently instructed by the HSE to prosecute cases involving gas safety. He recently prosecuted a plumber for serious gas safety failings at a property where he conducted unregistered gas work in Cornwall. The case involved a gas leak caused by the defendant which had caused some injury to the occupants of a property where the defendant was conducting pipe work. On conviction he received a prison sentence.
AFA v C, F & Z
Sam is frequently instructed by the Avon Fire Authority to prosecute breaches of the Regulatory Reform (Fire Safety) Order 2005. He has an established reputation for prosecuting cases of this sort, having done so, consistently and successfully, over the last 5 years. In a recent case Sam prosecuted a business which was fined £94,000 for letting workers sleep overnight at the premises without checking it was safe. In another case the Manager of a Bristol restaurant received a prison sentence for a series of serious fire safety breaches.
Sam is regularly instructed to prosecute and defend in cases involving alleged regulatory breaches of Environmental Law.
He has acted in a number of high-profile environmental cases.
As an A list member of the Specialist Regulatory Advocates in Health and Safety and Environmental Law Sam deals with the most serious examples of such cases. He also has particular experience of dealing with proceeds of crime and confiscation proceedings arising from such prosecutions.
Sam has developed a strong reputation for his conduct of this type of case, noted particularly for his ‘thorough and strategic approach’ to such cases.

Prosecution Counsel in a case involving the prosecution of a waste removal company for unlawful deposits of waste. The case gave rise to significant confiscation proceedings concerning the criminal benefit derived from the offending.

Defence Counsel in a case involving water pollution. The polluting event was said to have killed thousands of fish in a local river.

Prosecution Counsel in a case involving the unlawful deposit and construction of structures on farmland which gave rise to a risk of flooding.

Sam was instructed to defend a family poultry company in Mid Wales in a Welsh Government prosecution involving alleged fraud and breaches of the Eggs and Chicks Regulations.

Sam was instructed to defend a waste removal company for alleged fly tipping offences relating to dangerous waste removed from a music festival on farm land.
N.S.W. v CW
Sam was instructed to defend a waste management company alleged to have improperly disposed of mass quantities of waste inappropriately.

Sam was instructed to defend a landowner in multi-handed Environment Agency prosecution for waste transfer offences. Other defendants included a Haulage Company and a Company Director. The prosecution case concerned the deposit of hundreds of thousands of tonnes of waste material on farm land throughout the South West.
Sam has a strong background in rugby related matters, a sport about which he is particularly passionate. Having worked on cases relating to both the WRU and RFU, Sam has also developed a deserved reputation in the conduct of disciplinary hearings for clubs and players at, Domestic, European and International level. His dedicated and approachable manner, together with his strong team ethic, make him popular with both professional and amateur sportsmen and women.
Sam was instructed by the British Horseracing Authority to be part of a Review Team (led by Christopher Quinlan QC) to review the structure composition and operation of its Disciplinary Panel, Appeal Board and Licensing Committees.
He has also conducted work for and in the context of other sports governing bodies, including the Football Association, the Welsh Football Association, the International Paralympic Committee and others.
Sam is able to accept instructions directly from sports professionals, players, clubs and other sporting bodies.
He is currently involved in a number of ongoing sports related instructions.
Sam is instructed to carry out inquest work. He recently acted for the family of a young man who died whilst in the care of the local authority. He also recently acted for the families of two young women who tragically died whilst volunteering in South Africa. Sam has also previously been instructed to represent the interest of witnesses giving evidence at Inquests as well as the interested of organisations appearing as interested parties at Inquests.
Sam’s inquest work compliments his significant health and safety practice. He is often instructed to advise early in such cases, at the inquest stage, with a view to his acting in any subsequent criminal litigation.
Inquiry
Sam also has experience of conducting Inquiry work. He was instructed to represent one of the Core Participants in the Independent Inquiry into Child Sexual Abuse (IICSA). He takes a keen interest in this particular type of work.
